A rule is laid down: one of fewer than ten years' standing may not act as preceptor

Attested across multiple schools

The Pali Vinaya records that the Upasena, only two years after his own , conferred full ordination on a pupil of his own, and when the pupil had been ordained a year the two came together to see the Buddha. Having asked their years of standing, the Buddha rebuked him and laid down a rule: one who has not completed ten years since full ordination may not act as and confer full ordination on others; only those of ten years' standing or more may do so. The Vinaya sub-commentary of the Southern tradition says that the Buddha would not have laid down this rule before ten years had passed since his own awakening, so the rule was laid down in the tenth year after it, and infers that this was at , before the at in the twelfth year.

Different Accounts

Place: in the Pali Vinaya the context puts it at Rājagaha; the Chinese Sarvāstivāda Vinaya and the Mahāsāṃghika Vinaya have ; the Pravrajyāvastu of the Chinese Mūlasarvāstivāda Vinaya has Jeta's Grove (that is, the ) at Sāvatthī.

More differences between accounts (2)

The name: the Southern tradition and the Chinese Mahīśāsaka and Sarvāstivāda Vinayas all have Upasena; the Pravrajyāvastu has Jinjun (a translated form of the name).

Order: the Pali Vinaya places this rule after the events of Year 2 after the Awakening and before the Buddha's return to , which does not agree with the tenth year given by the Vinaya sub-commentary.

Dating

Year 10 after the Awakening, the Buddha aged forty-four, position within the year unknown; the year is given by the later Vinaya sub-commentary, and only the year is known.
